Hong Kong, 13 October 2026 — Moore Hong Kong and CertiK today announced the signing of a Memorandum of Understanding (“MOU”) to explore and develop coordinated services for organisations operating in the Web3 and digital-asset ecosystem.
The collaboration brings together CertiK’s blockchain and on-chain security capabilities with Moore Hong Kong’s technology risk, corporate governance, assurance and institutional risk-management expertise. Through the partnership, the firms intend to help clients take a more integrated approach to addressing risks that span both on-chain technology environments and off-chain operational, governance and assurance considerations.
As the Web3, digital-asset and tokenisation landscape continues to evolve, organisations face a growing range of interconnected challenges. Technical resilience, blockchain and smart-contract security, governance, control frameworks, operational risk and stakeholder confidence need to be considered together—not as isolated workstreams.
The MOU provides a framework for Moore Hong Kong and CertiK to explore joint opportunities and coordinated approaches across areas such as blockchain-security considerations, technology and cyber risk, governance and control frameworks, operational resilience, assurance readiness and risk-management practices. The collaboration is intended to support Web3-native businesses, digital-asset ecosystem participants and institutions pursuing opportunities involving blockchain technology, subject to the specific scope and requirements of each engagement.
“Hong Kong's framework for virtual assets, stablecoins and tokenization is developing quickly, and operators increasingly have to prove what happens off the chain as well as on it. A clean smart contract audit is only half the evidence. Regulators, banks and investors also expect sound custody and key-management controls, effective AML screening and a credible path to licensing. With CertiK securing the on-chain side and Moore Hong Kong providing off-chain assurance, clients can address both in one coordinated engagement, instead of managing separate providers.” — Kenneth Ma, Transaction Services Managing Director, Moore Hong Kong
“As the Web3 and digital-asset ecosystem continues to mature, organisations need to address more than technical vulnerabilities alone. Sustainable trust requires security to be supported by sound governance, robust risk management and credible assurance. Through our collaboration with CertiK, Moore Hong Kong is well positioned to help clients take a more integrated approach to managing on-chain and off-chain risks, strengthening resilience and confidence as they innovate and grow.” — Kevin Lau, Director, IT & Cybersecurity, Moore Hong Kong
“Together, we are offering something the market has been waiting for: a single, coordinated engagement covering both on-chain and off-chain risk in one integrated scope. That is why I am particularly proud of what CertiK and Moore are building together. This is a recognition that Web3's future depends on trust—and trust requires rigorous, comprehensive risk management from every angle.” — Esme Pau, Head of Capital Markets and Policy, CertiK
The partnership reflects a shared commitment by Moore Hong Kong and CertiK to foster greater trust, transparency and resilience across the Web3 ecosystem. By combining complementary perspectives on technology security, governance and assurance, the firms aim to support clients as they assess opportunities, manage risk and develop more resilient digital-asset operations.
