Mastercard opens AI agent payments to developers after 6 firm pilots

Visa starts an agent invoice pilot and Proof and Circle show identity-gated payments, while TRM Labs finds 0.6% to 7.5% of likely x402 commerce looks agentic.

Key points
  • Mastercard opened early access to Agent Pay for Machines on Oct. 20 after pilots with six firms, according to The Block.
  • TRM Labs estimated that 0.6% to 7.5% of $25.62 million in likely x402 commerce looked agentic, PYMNTS reported Sept. 15.
  • Mastercard's Agent Pay for Machines and Visa's invoice test with BILL and Billtrust are both pilots, not commercial products.

Mastercard opened early access to Agent Pay for Machines on Oct. 20, Visa announced an agent invoice-payment pilot on Oct. 21 and Proof and Circle showed an identity-gated USDC purchase on Oct. 19, in the week of Oct. 17-23.

All three are launches or demos by payment companies. The independent counts of x402 payments, from Chainalysis and TRM Labs, show activity that is large in number and small in value, with a minority traced to agents.

Mastercard opens Agent Pay for Machines to developers after six pilots

Mastercard opened early access to Agent Pay for Machines on Oct. 20, with the first buyer- and seller-side APIs, a developer toolkit and a sandbox, according to The Block. The product is still a pilot and not commercially available.

Six firms ran end-to-end pilots: Cloudflare, Ant International, BVNK, AIsa, Base and Coinbase, The Block reported. In the Coinbase and Base pilot an agent paid for services over x402, a protocol Coinbase incubated, with settlement on Base.

At the Cloudflare demo an agent bought social media research from AIsa and eight campaign images from Cloudflare AI Gateway. That made nine payments across two merchants, according to The Block.

Mastercard first announced the product on June 10 and listed 32 partners, according to its release. Neither the release nor The Block's report gives a transaction count.

Visa tests AI agents paying business invoices with BILL and Billtrust

Visa announced Oct. 21 a pilot in which AI agents start and complete approved business invoice payments through supplier portals, with BILL and Billtrust, according to AIM Media House.

The pilot uses Visa Intelligent Commerce and Visa's Trusted Agent Protocol to check an agent's identity, authorization and business-defined controls. It uses tokenized credentials instead of shared portal logins, the report said.

Visa said its supplier analytics tool has helped financial institutions identify more than $600 billion in potential cardable spend since launch. That company figure measures supplier targeting, not agent payments.

Proof and Circle show an AI agent proving identity and paying in USDC

Proof and Circle demonstrated an AI agent completing an identity-gated purchase on Oct. 19 at Money20/20 in Las Vegas, according to their release.

The merchant asks the agent for an identity proof and a payment. The agent's Proof wallet presents a signed credential under the x401 protocol, then pays in USDC from a Circle Agent Wallet under x402.

The release calls the flow a demonstration. It says businesses paying identity issuers per check over x402 is something the two companies are exploring.

Counts of x402 payments run high while the agent share stays small

Chainalysis counted 138 million x402 payments on Base, and more than 87% of the analyzed payments were worth 10 cents or less, according to CoinDesk's Oct. 14 report on the research.

TRM Labs examined $52.7 million across 198.9 million x402 settlements on Base, Solana and Polygon since May 2025, according to PYMNTS on Sept. 15. After filtering, $25.62 million looked like likely commerce.

TRM estimated that 0.6% to 7.5% of that remaining value appeared agentic and said its method could undercount single-purpose agents. By that range, 92.5% to 99.4% was not agentic (our calculation: 100 - 7.5 and 100 - 0.6).

The two reports differ in scope and date, so we compare no totals between them.

A Federal Reserve governor calls agentic commerce early and names three barriers

Federal Reserve Governor Christopher J. Waller said at Sibos in Miami on Sept. 29 that "agentic commerce is in an early phase," according to the speech text published by the BIS.

Waller named authentication, liability and fraud as the main barriers. He expects consumer-to-business use to come first, with assisted use before delegated use. The speech contained no payment statistics.

Evidence as of Oct. 23, 2026, from the linked sources. The Chainalysis and TRM rows are earlier reports, dated in the text.

No agentic launch date is verified for the next seven days, and the dated items sit in 2027

We found no scheduled agentic launch or rule date for Oct. 24-30 in the sources opened. The dated items below are reference points.

  • Jan. 18, 2027: the OCC's stablecoin rule and the GENIUS Act take effect, according to the OCC. TRM found USDC made up 99.6% of settled x402 value.
  • 2027: Visa expects general availability of its Supplier Validation and Virtual Authentication fraud tools, according to AIM Media House.
  • No date: Mastercard has not given a date for when Agent Pay for Machines leaves the pilot stage, per The Block's report. Read the previous stablecoin review for the OCC rule.

How we reported this: we opened the Mastercard release, the BIS speech, and six press reports. The 92.5% to 99.4% range is our calculation. We could not open Visa's own release, so its pilot details rest on one report.
